Indonesian Consulate General Returned a Child Kidnapped in Vietnam

(Photo: Indonesian Consulate General in Ho Chi Minh), Ho Chi Minh: The Republic of Indonesia Consulate General in Ho Chi Minh managed to return Cecilia Adisoma (5) to her mother, Ela Herawati, on Sunday (8/9/2015). Cecilia had been kidnapped by Karl Leonhard Wrerner, the American former husband of Ela.  

Cecilia was returned after a long struggle conducted by the consulate general along with the Indonesian public in Vietnam, with the support of the local police. To ensure their safety and security, Cecilia and her mother are currently resided in the Indonesian Consulate General's Residence (Wisma Duta).

As the case was based on civil dispute, the consulate along with local police had kept urging mediation to resolve the case. However, Karl was absent for several times in attending the meeting as he insisted to keep Cecilia. Following the failed mediation, the consulate general used the close ties with the Foreign Ministry and local police to use other approach. 

"We have asked the Vietnam police to repatriate Cecilia according to the South Jakarta Court's decision, which decided to hand over the custody to Ela. Should Karl objected with the decision, he must file an appeal in the Indonesian court. It seems that the approach was accepted by the Vietnam Police," stated Jean Annes, Indonesian Consulate General in Ho Chi Minh, who had been guarding the case following Ela's mother's complaint. 

Currently, the consulate general is processing the administration for Cecilia and Ela's repatriation to Indonesia. Both will soon be flown to Jakarta following the completion of the paperworks. Meanwhile, Vietnam Police will continue to investigate the robbery case of Ela's money and goods conducted by Karl and his local female companion. 

"Thank you for the real effort and assistance of Indonesian Consulate General in handling my case," said Ela to Jean.

Foreign Minister Retno Marsudi welcomed the success of the consulate general in Ho Chi Minh. Despite the background of the case being a civil dispute, where the access of Indonesian representatives was very limited, the consulate had conducted its best effort to assist troubled Indonesian citizens abroad.
